Extend scanner beyond sealed packs to validate open pack YAML PRs from community contributors. Runtime-agnostic core for Cloudflare Worker deployment.

YAML pack parser (parsePackYAML, extractPrompts) — extracts skills/agents
Trigram Jaccard clone detection (SCLN-001 near-copy, SCLN-002 overlap)
Known-threat matching (STHR-001 critical) against pluggable corpus
scan-pack CLI command (--corpus, --threats, --exceptions, --json)
forked_from lineage suppression for legitimate forks
44 new tests (68 total), all passing
