Port of .github/workflows/ci.yml to the meridian Linux lane, standard shape from the Tier 2 scoping note. Secret-free. Gate: 3 green push + 3 green PR runs, then main requires ci/woodpecker/pr/validation. The GitHub publish workflow keeps firing from the mirror on v* tags (decision 3a).

Track B Tier 2 batch 2. One python:3.13 step runs the four ci.yml checks
(ruff check, ruff format --check, mypy, pytest with coverage) on the meridian
Linux site runners. Advisory until three green push and three green PR runs,
then the protection flip to ci/woodpecker/pr/validation.
