Ports the retired GitHub Actions
ci.ymlto.woodpecker/validation.yamlon the meridian Mac lane. The pipeline carriesplatform=darwin/arm64,backend=local,estate=meridian, so the mac-pool-reconciler (infra/iac #611, live on meridian-vlt since 2026-10-03) serves it with one Tart macOS guest per workflow. Steps are unchanged:swift package resolve,swift build,swift test --enable-code-coverage, best-effortllvm-covreport.image: bashnames the shell under the local backend, not a container. Non-publish: the VM takes ageneral-macosslot and never the signing slot..github/workflows/ci.ymlis removed: it stopped running for the authoritative repository at the 2026-09-30 move, and the GitHub copy is a read-only push mirror.README: the SwiftPM package URL, the Python and TypeScript sibling links and the issue tracker now point at
