Port of .github/workflows/ci.yml to the meridian Linux lane, standard shape from the Tier 2 scoping note. Sets the estate node:22-bookworm digest pin (decision 9). Secret-free. Gate: 3 green push + 3 green PR runs, then main requires ci/woodpecker/pr/validation. The GitHub publish workflow keeps firing from the mirror on v* tags (decision 3a).

(npm ci, typecheck, build, test:coverage) on the meridian Linux site runners.
Sets the estate node image pin (decision 9); the node 20 matrix row drops.
Advisory until three green push and three green PR runs, then the protection
flip to ci/woodpecker/pr/validation.
